This project consists of a zero-energy, full-gut renovation of 20 long-vacant rowhouses in West Baltimore’s Union Square community. The development is being carried out in partnership with the Bon Secours/Mercy Health medical system, aligning housing revitalization with community health outcomes. Despite achieving zero-energy performance, all homes will qualify for CHAP historic tax credits—an unprecedented accomplishment in Baltimore. The renovated homes will be offered as affordable homeownership opportunities, capped at 60% AMI, with a lease-purchase option to expand access. The project represents a $7.5 million total development cost, supported by $1.5 million in subsidy.
