This project involves the rehabilitation of four contiguous rowhouses in an emerging West Baltimore neighborhood, located less than two blocks from the area’s center of gravity. The properties were acquired from a prior developer who was unable to complete construction, resulting in partially built structures that reduced construction costs and created a low-cost, high-yield investment opportunity. The site is adjacent to a new large multifamily development and the future home of CharmTV, strengthening its long-term market potential. With a total development cost of $460,000, including $184,000 in grants, the project restores collapsing masonry homes for single-family ownership affordable to households earning up to 60% AMI, utilizing Project CORE funding and in partnership with the Upton Planning Commission. As the first renovations on the block in a historically red-lined neighborhood, the project establishes new comparable sales, helping stabilize and reset the local housing market, with Schreiber Brothers serving as Project Manager and General Contractor.
